Secretary of State of the Republic of Kazakhstan

The status and powers of the Secretary of State of the Republic of Kazakhstan have been approved by the presidential decree dated August 13, 2007 No. 379.

The Secretary of State of the Republic of Kazakhstan (hereinafter referred to as the Secretary of State) is an official of the Republic of Kazakhstan who is appointed and relieved of his post by the President of the Republic of Kazakhstan.

The Secretary of State carries out his activities under the guidance of the President of theRepublic of Kazakhstan and is in charge of and accountable to the President.

The Secretary of State carries out the following powers:

  • to prepare proposals for the President of the Republic of Kazakhstan on key directions of national and foreign policy;
  • to represent the interests of the President in relation to the Parliament of the Republic of Kazakhstan and its houses, other state authorities, political parties and other public organizations, as well as in international relations;
  • to coordinate activity of the Advisory Boards under the President of the Republic ofKazakhstan. The following Advisory Boards are currently active: Commission on Human Rights, Commission on Fight against Corruption, Commission on Awarding the State Prize of Peace and Progress of the President of the Republic of Kazakhstan – Leader of a Nation, Republican Commission on State Symbols, Republican Commission on Personnel Training Abroad, Commission on Awarding the State Prize of the Republic of Kazakhstan in Literature and Art, Commission on Awarding the State Prize of the Republic of Kazakhstan in Science and Technology, Commission on Citizenship, Public Commission on Awarding the Prize and Grants of the Republic of Kazakhstan in the Field of Mass Media, Commission of the Assembly of the People of Kazakhstan.
  • to receive credentials from the ambassadors accredited concurrently to the Republic ofKazakhstan;
  • to exercise other powers in accordance with instructions of the President of the Republic ofKazakhstan.

Marat M. TAZHIN

 

Marat Tazhin was born in 1960 in Aktyubinsk.

In 1981, he graduated from the Alma-Ata Institute of National Economy with major in economics.

He was the candidate of Philosophical Sciences (1985), Ph.D.in Sociology (1988), Ph.D. student at the University of London (1988). In 1993, he became a professor. He is also professor Emeritus of Istanbul University (since 2008).

He is Academician of the Academy of Social Sciences of the Republic of Kazakhstan, Academician of the Russian Academy of Social Sciences, Foreign Academician of the Russian Academy of Natural Sciences, Academician and President of the Academy of Political Science of Kazakhstan, President of the Association of Sociologists of Kazakhstan, and President of the Union of Sociologists of Turkic-speaking countries.

Marat Tazhin began his career in 1981 as junior research fellow of the Council for the Study of Productive Forces of the Academy of Sciences of the Kazakh SSR.

From 1983 to 1987, he was a graduate student, teacher of the Kazakh State University named after Sergey Kirov.

In 1991, he worked as the Head of the Department of the Institute for Advanced Studies of Teachers of Social Sciences under the Al-Farabi Kazakh State University.

In 1992, he joined the civil service and became the Deputy Head of the Domestic Policy Department of the Presidential Administration and the Cabinet of Ministers of Kazakhstan. He also worked as the Head of the Information Analytical Centre of the Presidential Administration and the Cabinet of Ministers of Kazakhstan. Then he was appointed as the Head of the Domestic Policy Department of the Presidential Administration.

In June 1993, he worked as the Deputy Head of the Presidential Administration - Head of the Information Analytical Centre of the Presidential Administration.

In October 1994, Marat Tazhin was appointed as the State Adviser to the President of Kazakhstan - Head of the Information Analytical Centre of the Presidential Administration.

Since October 1995, he held the position of the Deputy Head of the Presidential Administration of Kazakhstan - Head of the Centre for Analysis and Strategic Studies of the Presidential Administration.

In February 1999, he became Aide to the President of Kazakhstan on National Security – Secretary of the Security Council of Kazakhstan.

From 2000, he served as the Chairman of the State Commission on Combating Corruption of Kazakhstan.

In May 2001, Marat Tazhin was appointed as the Chairman of the National Security Committee of Kazakhstan.

In December 2001, he was again appointed as Aide to the President of Kazakhstan on National Security - Secretary of the Security Council.

In September 2002, he became the First Deputy Head of the Presidential Administration of Kazakhstan.

In April 2006, he was appointed as Aide to the President of Kazakhstan - Secretary of the Security Council.

In January 2007, Marat Tazhin became the Minister of Foreign Affairs of Kazakhstan.

In September 2009, he returned to the Presidential Administration, and was appointed as Aide to the President - Secretary of the Security Council.

In January 2013, he became the State Secretary of Kazakhstan.

In February 2014, Marat Tazhin was appointed as the Ambassador Extraordinary and Plenipotentiary of Kazakhstan to the Russian Federation.

In January 2017, he served as the First Deputy Head of the Presidential Administration Kazakhstan.

On March 24, 2019 by the Decree of the Head of State Marat Tazhin was appointed as the Secretary of State of Kazakhstan.

He is awarded with the order “Qurmet" (Honour) (2002), order “Barys” of I degree (2007), orfer “Barys” of II degree (2016), and six medals.

He is the honorary officer of the national security bodies of Kazakhstan.

He holds the diplomatic rank of Ambassador Extraordinary and Plenipotentiary.
